Yes, this bug is fixed.
About Photoshop CS4 I don't know but You can open .obj files with Blender or Anim8or. Both are freeware.

Two Questions:
Has the bug been fixed?
And if yes, then Is it possible to import .obj from Photoshop CS4? If not, then can you suggest any free program with which I can easily change the .obj into 3ds? |

Just add a <object source="file.obj"/> .mtl and textures should be in the same folder as the 3dmlw document (its repaired in the next release and then it will search from the folder where the obj is).
